Board of Directors

Navigator Schools is governed by a volunteer board of directors, composed of educational leaders, committed parents, and dedicated community members. With its efforts targeted on the strategic focus of Navigator Schools, the board is responsible for ensuring the organization is faithful to the terms of its charters, and that our schools are effective, equitable, and responsive to the needs of students and families.

JP Anderson

A father of two Navigator students, JP was originally elected to the board as the Gilroy Prep School Parent Representative in 2016. He works for KeyPoint Credit Union as a real estate mortgage underwriter. He is an active member of the GPS Parent Club, serving as the parent/teacher liaison. He is committed to providing opportunities for parents at all school sites to have a voice in governance.

Vice Chair

Ian is on the investment team at Charter School Growth Fund and leads investments in innovative schools. Before joining CSGF he was an associate for Techstars and Kapor Capital. At Kapor Capital, he focused on the education sector and provided strategic support for a competency-based education startup, UniversityNow. Ian also co-founded a California software company that supplies state and local workforce development programs with real-time reporting and analytics. Outside of work, Ian is a founding board member of Moonshot edVentures, a nonprofit working to surface and support a diverse pipeline of leaders to design and launch the learning environments of tomorrow. Ian has a BA in economics from the University of California, Irvine, and an MBA from the University of Chicago Booth School of Business.

Chuck recently termed out as Board Chair of KIPP Bay Area Public Schools. A network of public charter schools, KIPP is dedicated to providing students with a world-class education, enabling them to live a choice-filled life with dignity, irrespective of their zip code. During his seventeen years on the board, KIPP grew from one school in West Oakland to fifteen schools across four counties. Chuck continues to serve as a member of KIPP’s Finance and Real Estate Committees. He also serves on the Board of Trustees for the University of Maryland, the Investment Committee for the Charter School Growth Fund, and as an Independent Trustee for Aspiration.Com’s mutual fund group. Most recently, he joined the board of First Place for Youth.

Chuck retired as Executive VP and Managing Director of Wells Fargo’s Wealth Management Group where he oversaw the regional management of Private Banking, Investment Management and Trust, and national Full Service Brokerage. Chuck is a forty-year financial services veteran who, before joining Wells Fargo, was a Partner at Bear Stearns & Company, Chairman and CEO of Sutro & Company, and a Regional Director of Blyth, Eastman, Dillon. Chuck graduated with honors from the University of Maryland with a degree in Economics. He currently resides in the Bay Area with his wife of fifty-three years, his two children, and two grandchildren.

As President & CEO of Westpak, Nora Crivello leads of team of over 90 at locations in Northern and Southern California. Westpak strives to be the industry leader of package and product testing services through an unparalleled customer experience and commitment to quality and integrity. Nora holds a BS from California Lutheran University and an MBA from Pepperdine. Nora is currently serving as Chairman of ISTA, the International Safe Transit Association and recently served six years as a Board Member for the Navigator Charter School Organization. 

Outside of Westpak, Nora’s volunteerism revolves around promotion of educational opportunities for women and disadvantaged communities. She lives in Central California with her husband and two children and enjoys any activity involving the outdoors and National Parks. The family raises Guide Dog Puppies for Guide Dogs for the Blind.

Parent Representative

Claire Grissom is a parent representative on the Board of Directors of Navigator Schools. She was elected to the board on July 1, 2022. Claire is currently the coordinator of college and career readiness at San Benito High School District which serves 3,500 students on a single campus in San Benito County. She has 18 years of experience in public education as a teacher, site administrator, and district administrator. A liaison and advocate for foster and homeless youth, Claire has overseen an 11-person counseling team, in addition to supporting 13 different Career Technical Education pathways, the AVID program, and adult education. Her mission has always been to educate students to their highest potential, so they will have the greatest range of options upon graduation.

Shara is the Chief Schools Officer of Alpha Public Schools, an organization consisting of four public charter schools in East San Jose, California. She was also Founder and Executive Director of Cornerstone Academy Preparatory School. Shara is a graduate of Brown University, Stanford University, Reach Institute for School Leadership, and the Harvard Institute for Superintendents and School Leaders.

Shara Hegde

Originally on an investment banking trajectory, Niña Rosete made a powerful shift: co-founding a series of ed-tech enterprises. Most recently, she co-founded DataDesign Solutions, an ed-tech firm specializing in data and AI impacting over 250,000 students. At DataDesign, she is the Chief Operating Officer where she shapes product strategy and client relations. Her passion extends beyond tech; she founded the Alfredo P. Rosete Memorial Scholarship, benefiting students at the Ateneo de Manila University and the University of Tennessee, where she's part of the Alliance of Women Philanthropists. A Northwestern University alumna, she majored in Mathematics and Economics.

Jaime is president of RQS Concrete Inc., based in Hayward. He is an alumnus of Hayward Unified School District where he attended Mt. Eden High School. Jaime earned an associate degree from Chabot Junior College and a bachelor’s degree in landscape architecture at the University of California, Berkeley. Always a team player, Jaime played baseball at his two educational institutions, and he has extensive experience building partnerships throughout the Bay Area and North Central Coast region. Growing up in the Hayward community with many friends and family, Jaime is passionate about helping to provide a quality education for all children served by Navigator Schools.

Jaime Quiroga

Over three decades, Jan honed her expertise in executive leadership and financial advisory roles, demonstrating a unique blend of analytical acumen and creative thinking. She has fostered meaningful collaborations with a broad spectrum of clients, including sovereign governments and many of California’s largest entities across multiple sectors: general governments, transportation, water, cultural, sports and entertainment facilities, higher education, and K-12.

Over the past eight years as Advisor with the United States Department of the Treasury (International Affairs) Office of Technical Assistance Budget and Financial Accountability team, with the bigger goal of building longer-term economic resilience and sustainable development, Jan works alongside Finance Ministry counterparts to bolster capacity by sharing expertise in the areas budgeting, cash and liquidity management, contingent liabilities, providing skills development, and corresponding policy guidance and implementation.

Jan graduated Golden Gate University, San Francisco, with a bachelor’s degree in management and finance. She is also a graduate of the Senior Executives in State and Local Government Program at the Kennedy School of Government at Harvard University and the UCLA Anderson School of Management’s Executive Management and Leadership Strategies in a Global Economy and Corporate Governance program.
